The Community Services District’s board on Wednesday approved a $17,500 study to assess the appropriate next step regarding the merger between the community’s two water systems.

The district and customers in the community’s Blacklake water system have disagreed over whether Blacklake customers should be charged for a connection of the system with a separately operated town water system more than a year ago.

This summer, the district’s board voted to impose a one-time fee of $928 or a long-term payment option of $20.07 every other month for 10 years to 586 Blacklake customers.

But they successfully protested the proposed water rate increase. Some customers argued that no charge should be assessed.

But Blacklake’s system needs $800,000 in repairs and has been relying on the supply from the district’s main water system for more than a year, according to Mike Winn, president of the district board.

Blacklake representatives and the district met to try to resolve the issue on Aug. 5, and the board decided Wednesday to pay for the study to be completed by the consultant, The Reed Group Inc., by October.

Business owners can learn about e-commerce and Internet branding at a free workshop sponsored by the local Chamber of Commerce and the Small Business Administration.

Participants can learn basic Internet and IT skills including basics on building a Web site, cobranding and how to prevent identity theft.

The workshop is set to be held on Aug. 29 from 8 to 11 a. m. at the Embarcadero Grill.
